Brattle Principals Kathleen Spees and Johannes Pfeifenberger will speak at the National Association of Regulatory Utility Commissioners (NARUC) Annual Conference, to be held November 11-14 in Orlando, FL.

The 130th NARUC Annual Conference will convene state and national utility regulators, federal and state policymakers, industry representatives, consumer advocates, informed experts, and other engaged stakeholders to discuss a range of issues across the energy, telecommunications, water, and cybersecurity sectors.

Dr. Spees will speak on the panel “Market Operators Unplugged: The State and RTO/ISO Compact.” This panel will allow RTO and ISO operators to provide their side of the discussion following the Committee on Electricity’s commissioner round table as well as outside opinion on whether there are ways to accommodate state policies without fundamentally altering the wholesale markets.

Mr. Pfeifenberger will speak on the panel “Transmission Solutions: Gotta Love ‘Em?” The aim of this panel is to address how to ensure that transmission planning processes and cost allocation practices are facilitating beneficial development and discuss considerations that should be made when planning for infrastructure upgrades.
