Shaun Ledgerwood and John Tsoukalis to Present at EUCI Conference on Financial Transmission and Auction Revenue Rights

Brattle Principal Shaun Ledgerwood and Senior Associate John Tsoukalis will present at Electric Utility Consultants, Inc.’s (EUCI) conference, “Financial Transmission and Auction Revenue Rights (FTRs/CRRs/TCRs/ARRs),” taking place January 29-30, 2018 in Washington, DC.

The event will review updates to processes and auctions in North American financial transmission (FTR) and congestion revenue rights (CRR and TCR) markets, identify how FTR markets are truly beneficial to physical participants, and examine the impact of ISO model building and outage selection practices on market participant FTR bidding strategies and revenue.

Dr. Ledgerwood will present during the panel discussion “FERC, CFTC and Private Enforcement Update.” He and his co-panelists will discuss the agencies’ enforcement of their market manipulation and disruptive trading practice rules over the past year. In addition, they will discuss possible changes to the agencies’ enforcement postures under the new administration, and the increased need for proactive compliance programs and internal trade surveillance.

Mr. Tsoukalis will present during the post-conference workshop on trade surveillance. He will discuss the basis of surveillance and compliance framework, trade surveillance measures, effective trading compliance practices, and market manipulation case studies.
