Brattle Principal Dr. Daniel Arthur will discuss the regulation of oil pipeline market power at the 2021 Annual Meeting and Conference of the Energy Bar Association (EBA), which will take place virtually May 11–12.

Dr. Arthur will join the session “Oil Pipeline Market Power in the 21st Century” on Tuesday, May 11, from 11:30 a.m.–12:45 p.m. (PT) | 2:30–3:45 p.m. (ET). The panelists will discuss the possible regulation of oil pipeline shipper affiliates by the Federal Energy Regulatory Commission (FERC). They will also touch on FERC’s evaluation of market-based rate applications and challenges after the Guttman Energy v. Buckeye Pipeline Company decision, which questioned Buckeye’s market-based rate authority in inter- versus intra-state markets.
