Brattle Principal Dan Harris will join the Body of European Regulators for Electronic Communications (BEREC) and Cullen International seminar, “WACC for Legacy Telecoms Infrastructures,” which will take place on October 21 at 9:00 a.m. (ET) / 3:00 p.m. (CEST).

The European Commission has observed significant discrepancies in EU-based National Regulatory Authorities’ (NRAs’) estimates of the weighted average cost of capital (WACC), as well as a lack of consistency in the methods used by NRAs at different points in time. With the objective to increase consistency of WACC calculations across the European Union, the Commission adopted a Notice on WACC in November 2019 and invited BEREC to estimate the WACC parameters. The first BEREC report was issued in June 2020. Mr. Harris, lead author of a 2016 report for DG Connect on the WACC in the telecoms sector, will participate in an online panel to discuss the Commission’s WACC notice and the BEREC report with other experts and industry representatives.
